We calculate the probability distribution function and the average of the cumulative phase of electromagnetic radiation transmitted through the waveguide with randomly positioned dielectric scatterers. The average phase exhibits a crossover from linear to power-law behavior as a function of frequency. A detailed comparison with experimental results is made and a good agreement is found. Our results are consistent with the well-known observation that the scattering mean free path is of the order of the size of scatterers.
